Club Bylaws
ARTICLE I: NAME – The
name of the club shall be the All County ATV Club,
Incorporated.
ARTICLE II: PURPOSE – The
purpose of the All County ATV Club is to promote the
sport of all terrain vehicle riding via promoting positive
public awareness of this sport, respecting land owners,
the environment and the law while engaged in this sport
and through safety training. Our goal is to be a family
oriented group that enjoys the sport of riding ATVs
and the fellowship that naturally goes along with it.
Our club follows the Good Neighbor policy of promoting
the respectful, proper use of the great outdoors within
our club as well as promoting user cooperation, such
as shared trails, with other outdoor and environmentally
concerned individuals and groups. Our club requires
that all of its members and guests who ride ATVs on
our trails wear appropriate helmets and have their
machines licensed, registered and insured as required
by New York State Law.
ARTICLE III: MISSION – Our club’s
mission is to both create an open forum of communication
between ATV enthusiasts and the general public as well
as to create and link as many legitimate ATV trails
as required to travel the length and breadth of all
sections of New York State.
ARTICLE IV: CLUB
COMPOSITION – Membership
in this club is open to all who actively enjoy the
sport of ATV riding as well as those non-riders who
support our purpose and mission. Membership in this
club is non-discriminatory without regard to gender,
race, creed, color, disability or nationality. All
members shall have an equal say in the club and its
activities. Membership shall be ongoing, subject to
termination for good cause, as determined by the Executive
Committee and the established policies of this Club.
ARTICLE V: OFFICERS
AND EXECUTIVE COMMITTEE – The
elected officers of the Club shall be President, Vice-President,
Secretary and Treasurer. The Executive Committee will
be composed of up to 10 volunteer members of the club.
All Officers and Executive Committee members must be
at least 18 years of age.
Duties of the Officers:
President
- The President shall have the primary
responsibility for the legal and financial affairs
of the club.
- The President shall preside at all meetings of the
club and the Executive Committee.
- The President shall vote only in the event that the
Executive Committee requires a tie-breaker.
- Presidential duties include assisting fellow officers,
advisors and members in promoting interest in club
activities.
Vice-President
- The Vice-President shall perform all duties for the
President in his/her absence.
- The Vice-President shall keep current on all club
affairs and assist the President as able with his/her
duties when requested.
Secretary
- The Secretary shall keep a record of the meetings
of the Club.
- The Secretary shall be responsible for the legal
records of the Club and to perform other duties that
generally fall into this category.
Treasurer
- The Treasurer shall have the primary responsibility
of the financial records of the club.
- The Treasurer shall oversee and record dues collection
and all other monies owed the club.
- The Treasurer
shall pay lawful club expenses as authorized by
the Executive Committee in a timely manner. This
shall also include presenting the Membership and
Executive Committee with a financial report at
each meeting. The Treasurer’s
records are subject to audit annually. Public Relations
- The Public Relations Officer shall be responsible
for the newsletter, calendar of events, vendors, advertising,
Thank You replies, posters, distribution of club information,
etcetera.
Club House Manager
- The Club House Manager is responsible for both the
maintenance of the exterior, interior and furnishings
of the Club House per se as well as the grounds that
the Club House is situated upon.
Trail Boss
- The Trail Boss
shall be responsible for the maintenance of present
club ATV trails, the blazing of new ATV trails
and the interaction with other ATV clubs, private
and public entities in regards to legally linking
up the club’s
ATV trail system with those other entities as the
club chooses. The Trail Boss is also in charge of
the training and disposition of club trail guides.
Events Coordinator
- The Events Coordinator shall oversee events, security,
club related vendors, admissions, parking, money, trophies
and awards and the club Event Booth.
Web Master
- The Web Master
shall be responsible for the ongoing maintenance
and timely upkeep of the club’s website
including timely submission of all web site related
expenses to the treasurer.
Club Representatives
- Club representatives will serve as official ambassadors
of the club to outside agencies such as the Department
of Environmental Conservation, New York State Off Road
Vehicle Association, other ATV clubs, governmental
agencies and legislators, etcetera.
ELECTION PROCESS
- All officers shall be nominated and elected by vote.
- All nominations shall be made at the annual March
meeting with elections at the annual April meeting
and terms beginning at the annual May meeting.
- The officer’s
terms will be for 1 (one) year.
- All members age 18 and above having current dues
paid shall be eligible for election.
ARTICLE VI: MEMBERSHIP AND DUES
- Individual membership - $30
- Family membership ----- $35
- Membership
cost is reduced to ½ the current
annual membership from October 1st – March 31st.
- The membership year will be from April 1st of the
current year through March 31st of the next year.
ARTICLE VII: MEETINGS – Club
meetings are held at the All County ATV Club House
located at 1462 Hogback Road in Savannah, NY at 7 pm
unless otherwise notified. All meetings will consist
of old and new business.
ARTICLE VIII: COMMITTEES - The President shall appoint
committees as necessary from time to time for specific
purposes. Upon completion of their assignment such committees
shall be discharged.
ARTICLE IX: BY-LAW
AMENDMENTS – These
by-laws may be amended by a majority vote of those
members present at a meeting.
ARTICLE X: DISSOLUTON
OF THE CLUB – This
club may be disbanded and dissolved by a majority vote
of the general membership upon the determination that
the club is no longer viable or effective in achieving
its purpose, mission or vision. Upon dissolution and
after satisfying all financial and legal obligations
and liabilities, the Executive Committee shall sell
all club assets and the money shall be divided among
all current club members.
ARTICLE XI: GENERAL CLUB RULES AND REGULATIONS AND NOTIFICATIONS
- Club members will abide by all motor vehicle traffic
laws, helmet laws, licensing and registration laws.
- Club members will ride on ALLOWED property ONLY.
The club is NOT responsible for members who trespass
on rail road property, disallowed private property
or posted property.
- Club members are personally responsible for properly
disposing off all trash that is produced by articles
of food, beverage, etcetera, that they bring with them
on a ride.
- The club trails are officially closed during hunting
season. Club members ride at their own risk during
hunting season.
- OFFICIAL CLUB RIDES- during peak riding season, April
through October, rides will be conducted on the 1st
and 3rd Sundays of the month starting at 10am. Park
your trailers at the Potato Festival Field in Savannah,
NY and then ride your ATV to club headquarters on Hogback
Road. Trail leaders will then form up rides to specific
destinations taking into account the abilities of the
riders present and the type of riding that the members
want to be exposed to. Lunch will cost anywhere from
$3 to $5 depending on what organization cooks it, such
as the American Legion, and what is on the menu. Lunch
may be at the club house or at an off-site nearby.
- TRAIL BLAZING/MAINTENANCE - 2nd and 4th Sundays of
every month. Meet at the clubhouse at 10am. The more
club members involved means the quicker this vital
work will get finished. The club pays for lunch for
all the members who show up and work.
- The Club Newsletter is designed to inform our members,
and those interested in becoming members, about our
club. It is offered in an electronic format monthly
which can be found on the club website as well as in
a paper format offered quarterly that is mailed to
member households who request it and who pay a $3 per
year fee to cover the costs of postage and handling.
